THE GOLDEN YEARS ~

Recent studies have found that people 50 years and older are happier and more content than those in the 18 to 24 age range... and, it is being said that "Generation Y" is becoming known as "Generation Why-Are-We-So-Bummed-Out".

This study concluded that 44% of Americans 65 and over, plus 37% of those ages 50 to 64, said they were "happy" --  that compared to just 26% of those ages 18 to 24. So, being 'older' might just have its advantages after all!

FROM THE LIEUTENANT'S DESK ~

As the holidays approach, many of us will be taking to the road to visit family and friends in far away locations. Therefore, take a few moments to review some tips to make your trips safer, and your return home more enjoyable.

1) Don't advertise that you will be away... We all get excited about going to see the kids & grandkids, but thieves often loiter in areas like grocery stores and restaurants, waiting for proud moms & grandmas to talk about the big trip they're about to take. Then, while you're away, they make themselves at home - at 'your' home!

2) Don't make your absence obvious... by letting your mail and/or newspapers pile up. If you're going to be gone for an extended period of time, have your newspaper delivery suspended and your mail put on-hold. If your trip will be a short one, then ask a neighbor to collect your papers & mail for you.

3) Don't advertise your absence... by letting your home's appearance give you away. Arrange to have your lawn maintained (mowed, raked, etc). Attach timers to several lights inside your home, to come on at various intervals, to make it look like you are there ...and, leave your car or a neighbor's car in the driveway.

4) Finally, ask a trusted friend to keep an eye on your home...  If you don't know someone who can watch your house, the Sheriff's Office can help. We offer free security checks for local homeowners. Simply contact the Office at 352-402-6010 (during regular office hours) to request this service.

Following these tips is not a guarantee that your home won't be burglarized, but they will greatly increase your chances of a happy homecoming.

Happy Trails!  ~ Lt. Dennis M. Chesser

NEW TO THE NEIGHBORHOOD ~

We're happy to announce that we've got some new businesses in Salt Springs...

Buck-n-Bass Sports Center ~ Under new ownership, Stacy & Deanna Weeks have already started their expansion of the store, including more guns & hunting supplies, new gift ideas, and more rental options. Be sure to stop in and see what's going on. Also, check out the 'White Tail Sweepstakes' on the next page...

Backwoods Country Store ~ The owners of Backwoods Smokehouse (on Hwy 310 at 315) are brining their fabulous on-premises Smoked BBQ to Salt Springs, along with wings, pizza & calzone. Plus, lots of 'Country Store' goods, such as jams, jellies, canning goods & Country hams. And, they also do catering! Watch for their Grand Opening in The Square (previously Black Bear Country Store)! For additional info, call 352-685-2308.

PARK RENOVATION PROJECT ~

Representatives from the County performed an inspection at the Community Center & Park in early October and have advised as to the repairs needed to bring the buildings up to code. Although not as lengthily a list as we had anticipated, there are still several items that need to be address, such as a new roof on both the Community Center & the Concession Stand.

Since the Park buildings & grounds are maintained by the Association who is funded through membership dues, donations & fund raising activities, we are asking for the assistance of the Community to complete the improvements needed. We are seeking donations; simply $5-$10 per resident would greatly help cover towards the cost for repairs, and possibly some added improvements, as well. And/or, we are seeking any/all able-bodied individuals to assist with the labor for the repairs. Anyone interested/able to help, please contact the Association for further info. Thank you for your help!

LAKE KERR 'CRIME WATCH' ~

The Marion County Sheriff's Office is working to establish a crime watch program called 'Lake Watch' for Lake Kerr. To help with this effort, they are seeking someone willing to donate a pontoon boat for patrolling the Lake. The tax deductible donation would come through the Marion County Sheriff's Office Foundation, Inc., a non-profit public charity. Once the gift becomes the property of the Sheriff's Office, it will be manned by members of the Northeast Citizens On Patrol (COPS) Unit.

"We are looking for a pontoon boat, in good condition, to help protect people who live in the area and enjoy using the Lake," said Lieutenant Dennis Chesser, Commander of the Marion County Sheriff's Office, Northeast District. Anyone interested in assisting with this effort, please contact the Sheriff's Office at 352-402-6010.

GROW HERBS - FEEL BETTER ~

These five herbs may boost brain health, alleviate aches and even help you sleep better - and they're easy to grow!

PEPPERMINT calms the muscles of the digestive tract to alleviate intestinal gas and cramping. A cup of warm peppermint tea can also thin mucus, loosen phlegm, and soothe sore throats. Applied topically, it takes the itch out of bug bites and can ease muscle cramps, arthritis, and headaches.

LEMON BALM, also called the 'gladdening' herb, can dispel anxiety and heart palpitations, and relieve tension and restlessness. It also has cognitive benefits; studies have shown an increase in memory and improved mood after ingesting lemon balm. Similar results have been found with Alzheimer's patients.

ROSEMARY has been used as a memory enhancer for centuries, and can also reduce joint pain.

VALERIAN, which in Latin means "to be in good health", has been used as a sedative and sleep aid throughout history. For some, the smell alone is enough for them to nod-off. It can also improve sleep quality.

SAGE, combined with Echinacea, is as effective a painkiller as lidocaine for a sore throat, and the herb's bacteria-fighting heft makes it a potent breath freshener, too.

FOR YOUR REVIEW ~

As part of the responsibility of the Board of the Salt Springs Civic Association, the Association's By-Laws have been reviewed and modified. The updated By-Laws are a combination of the prior three versions, along with specifics relative to this administration. Copies of the revised By-Laws will be distributed, via email, to those on the Association's email list and also will be available on our website. Discussion and voting on acceptance of the revised By-Laws will take place at the Civic Association Meeting on Nov 15th.

COMMUNITY GARDEN CLUB ~

As part of the 'Park Renovation Project', we are seeking interested persons to participate in a 'Community Garden Club' to work individually or in groups on designated 'garden/flower beds' along the walking trail. Club members will provide their plantings, and garden beds will be created & assigned as members/participants register. Additionally, the garden/flower beds will be judged bi-annually at the Spring & Fall Festivals, with prizes being awarded in designated categories.

Anyone interested in "playing in the dirt", please contact the Association for info. Thank you!

The benefit will include lots of good foods & music, and some fabulous door prizes & giveaways from businesses around the area, such as; a flat screen TV, iPod, digital camera, autographed sports memorabilia, gift baskets, and lots & lots of gift certificates. Advance tickets are available at Hair Solutions, Cactus Jack's & Cox Tree Service for $10 each or 3 for $20. For additional info, please call Danny at 219-331-4894.

SEPTIC SYSTEM INSPECTIONS ~

Back in August, the Marion County Commission repealed a key portion of its Springs Protection Ordinance dealing with septic systems, stating that the ordinance's mandate for routine inspections of septic tanks was unnecessary. The reason: Legislature passed a law requiring the same thing for all of Florida. But now some state lawmakers, including one representing Marion County, are out to undo parts of the state law because they don't believe their constituents can afford to comply. Moreover, they have concerns that contractors who would do the inspections could benefit financially from the state's mandate.

State Sen. Evelyn Lynn, R-Ormond Beach, whose district spans much of eastern Marion Cnty, is among lawmakers trying to reverse a portion of Senate Bill 550, which passed with broad bipartisan support during the spring session. Lynn initially voted for the bill, because it offered vital protection for waterways and water resources, but has recently taken note of flaws in the new law, including a requirement for regular septic inspections.

Under the new law, beginning Jan. 1, 2011, septic tank owners are to have systems inspected once every five years to ensure they are working properly. Septic tanks that need pumping and/or are not functioning will need to be fixed or replaced at the owner's expense. It is estimated that evaluation & pumping of the septic system could cost $500, with repairs ranging between $2,000 and $4,000. Another issue identified is the provision for inspections to be conducted by licensed septic contractors,

which could create a conflict of interest because the inspector may be the same person hired to repair and/or replace the system. A 2008 Health Dept report noted that Florida has 2.3 million septic systems, with 120,000 of them located in Marion County, but only a small fraction of the systems receive mandatory routine inspections. Generally, systems are only serviced when they fail, and over half of the current systems are 30 years old or older and were installed under standards less stringent than the current. It is estimated that nearly 10% of existing systems could require repair during the initial phase of the inspection cycle, and that SB 550 would provide the "mechanism" to inspect 460,000 septic systems a year at costs ranging from $85 to $250 per inspection. During the 2010 legislative session, it was noted that only 17,000 systems are inspected and/or pumped each year. With the inspection of a half-million systems per year, this plan could create a severe shortage of septic contractors, whereby creating jobs for hundreds, or thousands, just to comply with the requirements.

Some FL lawmakers are fighting for the repeal of the inspection provision, and have requested that Gov. Charlie Crist delay implementation until July; Crist rejected the request. In Sept, the Santa Rosa County Commission voted for a resolution expressing the county's opposition to the septic inspection requirement. In early Oct., County Commissioner Stan McClain worked out the commission's proposed legislative priorities on water-related matters. Topping the list: uphold SB 550's septic inspection program. Although McClain has acknowledged that Lynn raised valid concerns, the County still supports the inspection requirement, at this point.

AUTUMN COLOR CHEMISTRY ~ Did you know that leaves turn red or purple because of an increase in sugars that form anthocyanins in the plant/tree? These same anthocyanins are found in purple produce, such as cabbage, beets, and grapes. Some pleasing purple plants include, 'Rubrum' Ornamental Fountain Grass, 'Rubra' & 'Sweetwater Red' Flowering Dogwood, 'Atropurpureum' Japanese Maple, and American Beautyberry. Weather influences the intensity of fall colors. Dry weather increases sugar in the sap, and bright sunshine revs-up anthocyanins. The best autumn purples occur with a combination of dry, sunny days and cool, dry nights.

GOOD FUN ~ The Rubik's Cube turns 30 this year, so maybe it's time you solved the puzzle (wink, wink). Visit www.YouCanDoTheCube.com for step-by-step directions for the solution.

GOOD DEED ~ Put a new, age-appropriate book in the hands of a child in need. Visit www.FirstBook.org and select a great kid's book for someone you know and/or make a donation to a child within the community.

Our children are our future, and knowledge is powerful. We need to nurture and educate them in their youth&ldots;

FROM THE LIEUTENANT'S DESK ~

Fall has arrived and with the cooler weather comes a host of outdoor activities, some of which are highlighted below with the laws that govern them.

Hunting Season: Archery season began in the Ocala National Forest on Sept 25, Muzzleloader season will be Halloween weekend, and Modern Gun season begins Nov 13th. >> For a list of all the dates and regulations surrounding hunting season, please visit www.myfwc.com, or you can pick up a brochure at the Sheriff's Office or one of our local sporting goods stores.

ATV's/Golf Carts: Due to increased vehicle traffic, we want to remind everyone that it is illegal to operate an ATV and/or a Golf Cart on any public roadway -- this includes the right-of-way of any paved road, as well as any unpaved road which is open to public use. >> An ATV is defined as any 3-wheeler, 4-wheeler or utility vehicle (like the Polaris Ranger or John Deere Gator). Also, ATV and Golf Cart violations are considered moving violations & can result in points being assessed against your driver's license. The US Forest Service has a number of designated trails which are open for ATV use within the forest. Additional information on these trails is available at www.fs.fed.us.

Wildlife: With bear activity increasing as they begin looking for acorns and palmetto berries, please remember that bears are protected by Florida law and it is illegal to harm them in any way. Bears are usually attracted to our homes by bird feeders, pet food and/or our garbage. The FL Wildlife Commission has a very informative brochure about living with bears, which can be obtained from their office in Ocala. Any/all bear related issues need to be addressed by the FL Wildlife Commission. The Sheriff's Office has no authority to deal with bears and/or bear complaints.

Another service provided by the Sheriff's Office...

Home Security Checks: For those taking trips this Fall, please remember that the Sheriff's Office offers vacation checks for your home while you are away. Simply notify us at 352-402-6010 and we'll add you to our patrols. This is just one of the services provided by our volunteer COPS unit; helping to keep our community safe!

IT'S GOOD FOR YOU ~

Studies have determined that, when you serve your community you enrich your life and helping others makes you healthier & happier.

Community work brings families closer together and exposes you to new people & things that you may not have had the opportunity to experience before. Plus, when you lift other's spirits, you feel better yourself. So, 'doing good' is good for everyone!

The new Board of the Salt Springs Civic Association wants to 'do good' for ALL in the community, but we cannot do it alone.  We are always ready to welcome any volunteers interested in helping us accomplish the tasks at hand. If you are unable to be a hands-on volunteer, we also accept tax-deductible donations to help us achieve our goals for the community.

As a chartered not-for-profit corporation, the Civic Association is solely funded through fundraising activities, tax-deductible donations and annual membership dues from local residents, businesses & organizations. So, if you want to feel good about yourself and lift other's spirits in the process, become a member of the Salt Springs Civic Association. The community will thank you!

To contact the Association, please see page 4.

PARK RENOVATION PROJECT ~

The success of September-Fest has the Association planning additional renovations at the Community Park, and the County has offered to assist by performing an inspection and advising as to the repairs needed for bringing things up-to-date.

Commissioner Barbara Fitos was in attendance at our September meeting and provided information relative to previous inspections conducted. She commended the Association on the repairs made and, in a letter received following the meeting, it was noted that the Association has "invested noticeable time and money for improvements to the Community Center", adding that the County looks forward to working with us, "as this Park is truly the heart of the Salt Springs community".

Current planned renovations include: repair to & addition of benches along the walking trail and addressing the water run-off issue near the tennis courts. Additional items, as well as the findings from the County inspection, will be discussed at the Oct 18th Association Meeting.

As an added note, Commissioner Fitos is one of the few political figures who routinely comes into our community to speak with the residents and address our concerns. She is running for re-election in November and is seeking your vote.

WITH MANY THANKS ~

With September-Fest behind us, the Civic Association has many "Thank You's" to extend to the numerous people that worked to make the day a success.

The Association, and the community, owes a debt of gratitude to all who assisted with preparation & renovation of the Park... Thank you to JL & Michele Snowden of Bass Champions and 'their boys', Jarrett Snowden & Kevin Simpson, for taking on the ball field renovation project... to Hal Glenn of Groundhog Excavating for all his efforts & generosity with the volleyball court... to Jimmy Littleton of Littleton's Carpet and George McManus, one of our local umpires and a member of the Palm Tree Santas, for your efforts with the football & soccer fields... to Mike Powell (a.k.a. "Mike the Painter"), Salt Springs Most Famous Painter, for painting the dugouts & picnic tables and to Pat Needham of Buck-N-Bass for supplying the paint... to Sene Capps of Capps Tree Service for his Bobcat & skilled labor... to Candy Lakey of Candy's Lawn Service for getting the soccer & football fields looking great, and to Walt Miller of Salt Springs Christian Church for cutting grass in the park...

To those who 'worked' the Festival, we could not have done it without you!  We are forever grateful for the time you devoted in the concession stand, with the kids activities, and on the Ad Books. Thank you to Max & Donna Timbrook, Karen & Rick McKeever, Walt Miller, Stacey Hager, Danny Driggs, Peter White, Blondy Dykes, and Andrew Clifford.

And&ldots; a special 'Thank You' to the Palm Tree Santas for devoting their time to our kids & community... to Rick Holland DJ & Entertainment... to Deb Daniels for her face painting talents... to David Burkhalter & Joe Gorney for cookin' up some really tasty chicken... to JL & Michele Snowden, Cyndi Newbern, and KT & Ann Butler for furnishing side dishes... to the Marion County Humane Society & their furry friends for spending the afternoon with us... to all the advertisers & friends that made our Festival Ad Book so great... and, to our Door Prize donors - Hooters of Ocala, Salt Springs Recreation Area, and Perry's Ocean Edge Resort in Daytona  - Thank You All!

Lastly... we extend a huge "CONGRATULATONS" to our Grand Prize Winner -- Diane Burkhalter of Hair Solutions -- who will be spending 2-nights at Perry's Resort on the beach in Daytona. Hope you have a great time!

The Association can't thank you all enough, for everything!!

THE FINAL COUNTDOWN

Since NASA has postponed the last two shuttle launches until November and February, you still have a chance to see (and feel) a launch up-close and in-person. NASA sells tickets for the 'primo' viewing spot, but they go fast (visit www.KennedySpaceCenter.com for details). The best 'free' vantage point for watching a launch is Space View Park in Titusville, but you'll need to get there early to get a good spot&ldots; If you haven't seen a launch up-close in the past, it's getting down to the wire&ldots; you better make arrangements now before this chapter of history concludes, and you miss out on the experience!

A BIRTHDAY TREE ~

Give the present that will last far longer than a lifetime... plant a tree for the birth/birthday of your child or grandchild. He/she can watch the tree grow as they grow, enjoy the cool shade it provides in summer and, trees slow global warming by absorbing CO2... they also provide food & shelter for wildlife. So, instead of buying a gift that is the wrong color or style, plant the gift that will keep giving for generations to come!

ADVERTISING SPACE ~

Whether you have a business or want to sell your old car/etc, in addition to space on our website, the 'Salt Springs Community News' is now offering advertising space to offset the cost of this publication. Currently, we distribute 500 copies each month -- that's 500 hands your ad will be in, and people are talking! Ad cost is $5.00 per month. So, contact the Association and get your advertisement included for the next edition!

STARTING IN OCTOBER ~

Ads will be business-card-sized and will cost $5.00 per month ...and, in addition to being in the print version of the newsletter, those who advertise will also have their information listed on the Official 'Salt Springs' Website, at www.SaltSpringsFL.com!

 FOCUSED ON THE COMMUNITY ~

Since being 'voted into office' in April 2010, the new Civic Association Board has been working to reconnect with the community and revive some forgotten local activities, such as the Fall & Spring Festivals, and we're adding some new events too!

As part of our on-going efforts, the Association has expanded the 'Official' Salt Springs website, revamped the old Civic Association Sign on Hwy 19, installed a new Community Bulletin Board at the Square, and has developed this, the 'Salt Springs Community News', a monthly publication available at local businesses.

This Association's primary focus is working for the betterment of the community, and assisting local residents in need through our newly formed 'Helping Hands' Assistance Program (a group effort with local churches, the VFW in Salt Springs, and the Marion County Sheriff's Office). We are also responsible for maintenance of the Community Park on Hwy 316, which currently includes basketball, tennis, baseball, horseshoes, playground, picnic area, and walking trail... and our plans for expansion include soccer, football & volleyball. The Community Park is already an ideal place for residents and visitors to come together ...for fitness & family fun... and, the Association plans to make it even better!

Although the Association has the desire to make things happen, we cannot do it alone... in addition to financial assistance from the community, we also need volunteers to work side-by-side with us. If you have a desire to make Salt Springs even better, we'd love to have you on our team!

Civic Association Membership is open to all individuals, businesses & organizations, and we invite you to join us at our monthly meetings as we discuss community concerns, as well as plans for the future of Salt Springs. Membership is $12 per calendar year, per individual, business or organization, and we gratefully accept tax-deducible donations of any amount -- to be used for the betterment of the community and its residents.

So, Please... Help Us Help the Community! Thank you and hope to see you at our Monthly Meeting.

FESTIVAL AD BOOKS ~

The Civic Association has received a great response for the September-Fest Ad Book... for those who didn't get their listing submitted in time, Ad Book space is still available for the October & November Festival Books - the submission deadline is September 25th.

So, if you want to get your listing in for the next two Festivals, contact the Association for submission info and/or visit our website at www.SaltSpringsFL.com. Thank you & see you at the Festivals!

CITIZENS ON PATROL ~

The Marion County Sheriff's Office currently has approximately 1500 volunteers serving in various capacities; our largest volunteer effort is in our Citizens Patrol group, which helps patrol the County in cars marked 'CITIZEN PATROL'. These volunteers are simply an extra set of eyes within the community and, should they see something suspicious, they do not act on their own, but call for a deputy.

Our Citizens Patrol groups are divided into two areas; Community Crime Watch and Citizens on Patrol (COPS). Both groups have essentially the same function; to enhance the visibility of law enforcement within our community. Our volunteers provide thousands of hours on patrol, in addition to our paid deputies, and some volunteers also help with office functions, such as covering for the secretary while she eats lunch.

Currently, our Northeast COPS group has 24 active members, which operate out of the Salt Springs office. We are actively seeking additional volunteers which, after passing a background investigation, will receive training in their duties, as well as how to react in different situations. This training is completed through DVD courses, and 'one-on-one' time with an experienced volunteer. We are also seeking the donation of a boat for patrols of Lake Kerr and the vicinity. If you or someone you know has a working pontoon boat that you would like to donate and/or is interested in volunteering for the COPS group, please stop by our office on CR316 or call 402-6010. Any/all donations are greatly appreciated, and are tax-deductible. Thank you.

SERVING OUR COMMUNITY ~

The Salt Springs area is unique due to its coverage by a number of law enforcement agencies, including the Florida Highway Patrol, Florida Fish and Wildlife Conservation Commission, U.S. Forest Service, and the Marion County Sheriff's Office.

In Marion County, the Sheriff's Office is divided into 14 districts, each having a commander, a detective and at least eight deputies. Salt Springs is located in the Northeast District, and our local office is located on CR 316, adjacent to the Community Park.

Districts are based on calls received rather than geographic size, which is why the Northeast District is the largest in the Sheriff's Office. The Northeast District covers 344 square miles, stretching from the shores of Lake George & the St. John's River west almost to Sparr & Citra, and from the Ocklawaha River south to FR 46 (old FR 10).

The Northeast District Commander is Lieutenant Dennis Chesser and the office is staffed M-F from 8am-5pm by secretary Judy Collier (Judy recently celebrated her 35th anniversary with the Sheriff's Office, much of which has been in Salt Springs).

If you would like to learn more about the Marion County Sheriff's Office and the Northeast District, please visit their website at www.marionso.com.

DON'T FORGET TO VOTE AUG 24th ~

Marion County Circuit Court Judge Robert W. Hodges was the guest speaker at the Civic Association Meeting on June 21st. Judge Hodges is getting out into the communities in Marion County to inform of his reelection run in August.

Judge Hodges was a prosecuting attorney for 17 years prior to being appointed to the Circuit Court in 2007. Since then, he has presided over more than 4,000 juvenile cases, and over 1,000 domestic violence cases in Marion, Lake, Citrus, Sumter and Hernando Counties. Additionally, he has worked to streamline our justice system to reduce backlogs by keeping cases on track.

Judge Hodges is seeking your vote, on August 24th; please get out and vote to help keep things on-track in Marion County.
